2027 Perth East Resident Budget Survey

Welcome to the 2027 Perth East Budget Survey!

The Township of Perth East is reaching out to you (the taxpayer) to see how you would like your tax dollars spent in 2027. We value your feedback and look forward to hearing from you regarding what you would like to see maintained, enhanced or reduced in the 2027 budget.

The survey focuses on services funded through your local municipal taxes (Township provided services only). Your participation will help us understand how municipal services are valued and which ones are important to the residents of Perth East. The survey will take approximately 5-10 minutes depending on your answers and feedback. Survey results will be shared with Council, but rest assured, no personal or identifiable information will be shared.

The Township of Perth East utilizes 48.5% of your property tax, with Perth County utilizing 34%, and the education system utilizing 17.5%. Not included in your property tax bill are user fees and charges. These specific fees and charges are set by by-law(s) and are collected from residents that use a particular service. For example, Water and Wastewater, Recreation, etc.

Strong Mayor Powers - On April 9, 2025, the Ministry of Municipal Affairs and Housing announced the expansion of strong mayor powers to the Township of Perth East along with 168 other municipalities with councils consisting of 6 or more members. The Mayor now has a duty to prepare, on or before February 1st of each year, a proposed budget for the Township.

Note: Each 1% increase or decrease in the Township's property tax levy results in approximately $118, 112 more or less in funding available for municipal services, programs and infrastructure. Please keep this in mind when answering the following questions.

The following services below are Township provided services.

Public Works
Public Works covers a wide variety of services provided from the Township to the residents. Some of these services include roads, sidewalks, bridges, storm water management, drainage, seasonal maintenance and cemeteries. The Township of Perth East is responsible for nearly 530km of roads, 50 bridges, and many large culverts.

General Government
General Government includes things like Council expenses, communications, and Economic/ Community Development. The Township of Perth East's Council is made up of 1 Mayor, 1 Deputy Mayor, and 1 Councillor that represents each Ward (Milverton, Mornington, Ellice, North Easthope, and South Easthope) making up a Council of a total of 7 members.

Policing
The Ontario Provincial Police (OPP) provides policing services to Perth East. The OPP responded to approximately 4483 calls in Perth East in 2024.

Perth East Fire Department
The Perth East Fire Department has 3 stations throughout the Township; Milverton, Shakespeare and Sebringville, which all together makes up approximately 68 volunteer fire fighters. In 2025 the Perth East Fire Department responded to 304 alarms. The PEFD works with the community to provide Public Education, Fire Prevention (including fire inspections) and Emergency Response.

Parks, Recreation & Cultural Services (PRCS)
Parks, Recreation & Cultural Services includes things like parks, recreational programming, recreation facilities, and rentals. The Perth East Recreation Complex falls under the responsibility of PRCS which along includes a banquet hall, arena, park, pool, and ball diamond. The PRCS is responsible for 7 halls and meeting rooms, and 13 parks, playgrounds, pavilions, and sports fields.

Perth East Public Library (PEPL)
The PEPL provides library services for all of Perth East. Not only does the PEPL have all your book needs, they also provide learning programs for people of all ages, and many additional items you may not think a library would offer. There were approximately 21,839 visits to the PEPL in 2025 with 168 new card holders signing up for a library card.

Building, Planning & By-law
Building, Planning & By-law reviews, issues, and inspects all things building and planning permit/ applications to ensure that at the end of the building project, everything has been planned and built to comply with the Ontario Building Code. In 2025 there were 333 building permits issued and 46 planning applications submitted. By-law enforcement is to ensure all by-laws are being followed properly, with the issuance of by-law infractions if/when needed. There were 73 By-law complaints logged in 2025.

Perth County Open Air Fire Ban Lifted

PERTH COUNTY (August 25, 2025) – Effective at noon today, thanks to the recent rainfall, the open air fire ban will be lifted in the County of Perth, including the City of Stratford. Burn permits can now be issued and must abide by the respective municipality’s open air burn by-law.
With the monitoring of rainfall and vegetation conditions, Fire Chiefs are confident that residents can now safely burn. Please continue to practice safe burning by doing the following:

  •  Call your local fire department to obtain an open air burn permit.
  •  Closely supervise all outdoor fires. Make sure the fire is out before leaving the area.
  • Ensure that your open fire is the correct distance from all structures and other combustible materials.
  •  Never burn plastics, household garbage, construction debris, treated lumber or other laminate wood, tires, ashphalt products, pesticides, paint or aerosol containers, etc. These contain toxins that are harmful to people, animals and the environment when burned.
  • Avoid burning on windy days and be aware of wind direction when deciding to burn.
  • Never use gasoline or other flammable combustible liquids.

Have a source of water or equipment to move dirt/sand to extinguish the fire if necessary.
With weather conditions changing frequently during the summer months, we advise that the burn ban may be put back in place at anytime, if dry conditions return.
Farmers are still encouraged to be very careful with combining, as field fires can quickly overtake equipment, neighbouring crops and can spread quickly into adjacent woodlands. Having a fire extinguisher on board large equipment is highly recommended.
If you discover an uncontrolled/unattended open air fire, it is very important that you report fires immediately to 9-1-1. Do not delay reporting while attempting to control or extinguish the fire.
The Fire Chiefs in these municipalities wish to thank residents and visitors alike for their patience and co-operation during the fire ban.
