Seasonal Maintenance

The Township of Perth East is committed to providing safe roads for the traveling public during the winter season (November 15th – April 1st); methods used to achieve this goal are efficient, economical and environmentally friendly.

The Public Works department is responsible for winter maintenance of nearly 530km of roadway and approximately 15km of sidewalks. Routine winter maintenance activities carried out by the Public Works department include but are not limited to; snow and ice removal from roadways, sidewalks and parking lots, daily road patrolling, and road salt and sand inventory management.

Winter maintenance of Perth East roadways are completed in accordance with the Ontario Minimum Maintenance Standards (MMS) for Ontario Highways. Roads are patrolled and logged daily during the winter months and the snow removal fleet will be deployed as necessary.

Perth East maintains Class 3, 4, and 5 roads, in accordance with the Ontario MMS the following response times need to be met during the winter:
Class 3 Roads
8cm of snow with a response time of 12 hours
Ice formation/ prevention: 8 hours after becoming aware of the fact the roadway is icy
Class 4 Roads
8cm of snow with a response time of 16 hours
Ice formation/ prevention: 12 hours after becoming aware of the fact the roadway is icy
Class 5 Roads
10cm of snow with a response time of 24 hours
Ice formation/ prevention: 5 hours after becoming aware of the fact the roadway is icy
Priorities
Higher classified roads are maintained first (for example, in Perth East our Class 3 roads will be priority #1 for crews), local Urban streets will follow these roads.

Significant Weather Events (SWE)
When Perth East declares a SWE, services are not stopped, crews continue to respond. Declaring a SWE simply provides the Township time to respond to the weather as it suspends the regulated timelines (like the ones listed above) to allow crews to respond strategically and safely during extreme weather without being penalized for delays in meeting service standards.

The Township is responsible for the winter maintenance of the sidewalks in accordance with Township’s Levels of Service policy. Approximately 15kms of sidewalk throughout the Township are maintained, mainly those along high traffic roadways and travelled corridors to schools.

The Township is responsible to clearing snow from municipal parking lots. During the winter months, overnight parking in these areas is prohibited. Please refer to the parking by-law for more information.

If your mailbox is damaged during winter maintenance activities the Township may be responsible for its repairs. However, in order to do so, it must be in compliance with the Township’s mailbox policy. Please contact the Public Works department for more information.

Almost 75% of Perth East roads are gravel, therefore dust is likely to occur, especially during the months of July and August. The Public Works Department uses dust suppressant materials such as calcium chloride to alleviate the amount of dust. The nature of the summer season is such that dust cannot be eliminated, but Perth East residents should know the Township is doing everything it can to minimize road dust.

Dust suppressants are applied annually, typically during mid-spring. Dust control improves the surface of the roads between grading and provides safer travel by suppressing the amounts of dust raised by vehicles.

If you notice a tree on Township property that needs to be trimmed please contact the Township office. Trees will be maintained once there is a sufficient number on the list and adequate budget is available. The Township is not responsible for trimming trees on private property.

Residents are encouraged to contact local utilities if trees on private property are interfering with overhead wires. Trees should not be planted in the municipal right-of-way without written permission from the Township.

Each spring the Township will conduct the roadside vegetation management plan. This plan sees that all roadside vegetation is mowed at least once annually to ensure safe site distances can be met. Along with roadside mowing, the Township will spray for noxious weeds. Currently the spraying program has the Township divided into 3 areas: the Ellice Ward, the Mornington Ward and the combination of South Easthope and North Easthope Wards. Roadside weeds will be sprayed in each area once every three years. Spraying is contracted out to licensed suppliers and applicators. Public notices will be published on the website and in local newspapers in advance of any spray application on the Townships behalf. For more information please contact the Public Works Department.

Perth County Open Air Fire Ban Lifted

PERTH COUNTY (August 25, 2025) – Effective at noon today, thanks to the recent rainfall, the open air fire ban will be lifted in the County of Perth, including the City of Stratford. Burn permits can now be issued and must abide by the respective municipality’s open air burn by-law.
With the monitoring of rainfall and vegetation conditions, Fire Chiefs are confident that residents can now safely burn. Please continue to practice safe burning by doing the following:

  •  Call your local fire department to obtain an open air burn permit.
  •  Closely supervise all outdoor fires. Make sure the fire is out before leaving the area.
  • Ensure that your open fire is the correct distance from all structures and other combustible materials.
  •  Never burn plastics, household garbage, construction debris, treated lumber or other laminate wood, tires, ashphalt products, pesticides, paint or aerosol containers, etc. These contain toxins that are harmful to people, animals and the environment when burned.
  • Avoid burning on windy days and be aware of wind direction when deciding to burn.
  • Never use gasoline or other flammable combustible liquids.

Have a source of water or equipment to move dirt/sand to extinguish the fire if necessary.
With weather conditions changing frequently during the summer months, we advise that the burn ban may be put back in place at anytime, if dry conditions return.
Farmers are still encouraged to be very careful with combining, as field fires can quickly overtake equipment, neighbouring crops and can spread quickly into adjacent woodlands. Having a fire extinguisher on board large equipment is highly recommended.
If you discover an uncontrolled/unattended open air fire, it is very important that you report fires immediately to 9-1-1. Do not delay reporting while attempting to control or extinguish the fire.
