Lottery Licencing

The Township of Perth East can assist your organization to become eligible for lottery licencing, which is an instrumental means of fundraising for many charitable organizations that benefit the local community. Lotteries for non-profit and charitable organizations must be licenced.

The Government of Ontario, by Order-in-Council, designates the Registrar of Alcohol and Gaming and Municipal Councils as licencing authorities for:

  • bingo events, with prize boards of up to $5,500
  • media bingo events with prizes up to $5,500
  • break open tickets for local organizations
  • raffle lotteries for total prizes of $50,000 and under
  • bazaar lotteries which include: wheel of fortune with a maximum bet of $2.00, raffles not exceeding $500, and bingo events up to $500

To be eligible for a lottery licence, an applicant must qualify either as an eligible charitable organization or as a non-profit organization with charitable purposes or objects including;

  • The relief of poverty,
  • The advancement of education
  • The advancement of religion or
  • Other charitable purposes beneficial to the community

Copies of all applications are available at the Township of Perth East website, in person at the Township of Perth East office or on the AGCO website. Completed lottery applications and fees must be submitted in person to the Township of Perth East.

To determine eligibility, the organization must supply the following documentation:

  • A copy of letters of incorporation, charitable registrations or constitution and / or by-laws.
  • A copy of its budget for the preceding and current years.
  • A current list of the board of directors, including position held, addresses and phone numbers.
  • An organization must also demonstrate that, consistent with the organization’s mandate, it has carried out charitable activities that provide a direct benefit to Ontario residents for a minimum of one year.  To apply for a charitable lottery licence with the Township of Perth East, your organization must have an office/organization located within the Township of Perth East and be in existence for at least one year. 

The Lottery Licence Fee, set by the Province, is based on three per cent of the prize value for raffle, break open ticket and regular bingo lotteries. 

All lottery licence fees are payable by cheque drawn on the lottery trust account from the charitable organization that is applying for the licence. All cheques must be made payable to the Township of Perth East.

Perth County Open Air Fire Ban Lifted

PERTH COUNTY (August 25, 2025) – Effective at noon today, thanks to the recent rainfall, the open air fire ban will be lifted in the County of Perth, including the City of Stratford. Burn permits can now be issued and must abide by the respective municipality’s open air burn by-law.
With the monitoring of rainfall and vegetation conditions, Fire Chiefs are confident that residents can now safely burn. Please continue to practice safe burning by doing the following:

  •  Call your local fire department to obtain an open air burn permit.
  •  Closely supervise all outdoor fires. Make sure the fire is out before leaving the area.
  • Ensure that your open fire is the correct distance from all structures and other combustible materials.
  •  Never burn plastics, household garbage, construction debris, treated lumber or other laminate wood, tires, ashphalt products, pesticides, paint or aerosol containers, etc. These contain toxins that are harmful to people, animals and the environment when burned.
  • Avoid burning on windy days and be aware of wind direction when deciding to burn.
  • Never use gasoline or other flammable combustible liquids.

Have a source of water or equipment to move dirt/sand to extinguish the fire if necessary.
With weather conditions changing frequently during the summer months, we advise that the burn ban may be put back in place at anytime, if dry conditions return.
Farmers are still encouraged to be very careful with combining, as field fires can quickly overtake equipment, neighbouring crops and can spread quickly into adjacent woodlands. Having a fire extinguisher on board large equipment is highly recommended.
If you discover an uncontrolled/unattended open air fire, it is very important that you report fires immediately to 9-1-1. Do not delay reporting while attempting to control or extinguish the fire.
The Fire Chiefs in these municipalities wish to thank residents and visitors alike for their patience and co-operation during the fire ban.
