Property Taxes
If you own a property in Ontario, you need to pay property tax every year. Property taxes are the Township’s main source of income. Taxes are used to fund the services provided in Perth East.
Please view the following resources regarding property taxes:
Property Tax Calculator
You can calculate your current year taxes for your property.
Tax Rates & By-laws
Perth East tax rates are set with the passing of the current year property tax by-law and summarized in the following tax rate summaries. Each tax rate summary is divided in totals for the three areas in Perth East;
- South Easthope, North Easthope & Ellice Wards
- Mornington Ward
- Milverton Ward
Tax Rate Summary sheets are available for:
The Perth East Property Tax By-law is set the same time the budget is passed at council. The property class index describes what each tax code represents on the tax rates.
Due Dates, Penalty & Interest, Fees
The Interim billing for your taxes will be mailed in January and will be payable in two installments on the fourth Friday in February and the fourth Friday in May.
The Final billing for your taxes will be mailed at the end of August and will be payable in two installments on the fourth Friday in September and the fourth Friday in November.
Failure to receive a tax bill does not excuse the property owner from paying the taxes by the installment date.
Penalty and interest charges of 1.25% will be added on the first day of each month on all taxes that have not been paid by the due date. Penalty and interest are deducted first from all payments made and the balance, if any, will be applied to the oldest outstanding balance first.

- Utilities: 7 digits(full account number minus the decimal), start with 0
- Credit Card
Pay your property taxes and utilities online using third party companies like PaySimply.
Make sure to submit payments well in advance of the due date, it may take a few days to process the payment. You are responsible for all fees and service charges levied by them
Credit card payments cannot be processed by phone or in the office. Any third party companies are neither affiliated nor partners of the Township.
- Pre-Authorized Payment Plans (PAP)
One of the simplest ways to pay your property taxes and water bills is through a pre-authorized payment plan. Both taxes and water can be set up to be deducted from your bank account on the due dates. Property taxes can also be set up for a monthly deduction.
The monthly plan, when started in January, will deduct 10 equal instalments from your bank account on the 15th of the month. This amount is determined by taking the previous year’s taxes and dividing them by 10. The November deduction is the balance between the previous year’s taxes and current year’s taxes. You can start this plan at any time of the year and we would simply adjust the payments by however many months are remaining.
New Buildings
If you have recently built a new home or made any additions or improvements to your property, make an allowance for a Supplementary Tax Bill in your budget.
For the first 12 to 18 months after occupying a newly built home, property tax bills may cover the physical land only, until MPAC completes an assessment of the home. There may be a delay from your occupancy date until you receive a tax bill including the house.
Address Changes
Please provide the office with an up to date mailing address so you can receive your mail in a timely fashion. Please call the office at (519) 595-2800 ext 228, visit the Municipal Office (25 Mill Street East, Milverton) or complete the online application.
For all Rural Routes please provide your municipal address (fire number), RR number and PO Box number(if applicable) for a complete address.
Canada Post will soon stop delivering mail to your property if you do not have the correct/complete mailing address, failure to receive a tax notice, utility notice or invoice does not excuse the property owner from paying by the installment date.
Ownership Changes
If you have recently purchased a property your lawyer should have advised you of any taxes owing on the property. As the new owner you are responsible for any amounts owing on the property. Your statement of adjustments from the lawyers will have made allowances for liabilities of the new owner, call your lawyer for details.
Please ask your lawyer to forward a change of ownership notice to the Township upon the sale closing. We will receive the notice from Municipal Property Assessment Corporation (MPAC), but a number of months can pass until we receive this information. This can be quite frustrating for both the previous owner and the new owner. The previous owner will receive tax notices they are not responsible for, and the new owner may miss due dates and have penalty applied.
If your tax notice contains the name of a departed family member, you need your lawyer to file a Survivorship Application, to have the deceased name removed.
If you need to make a change to a registered name on file you need to contact the Land Registry Office or your lawyer to complete an Application to Change Name.
Rebate Programs
There are a variety of property tax rebate programs that can be applied for by the property owner to reduce the amount of taxation including:
Charity Rebate: Registered charities may be eligible for a property tax reduction and the form must be completed before the end of February, for the previous taxation year. Certain charities are eligible for the rebate program and the eligibility requirements have been established by The Corporation of the County or Perth under By-law 2672. Registered charities must apply annually and return the application to the Township office.
Farmland Property Tax: In order to be eligible for the Farm Property Class tax rate of 25% of the Residential rate all of the following criteria must be satisfied:

- The property must be used as part of a farming operation generating Gross Farm Income of at least $7,000 as reported to Canada Revenue Agency for income tax property. If less than $7,000 you may still qualify you will need to satisfy an income exemption
- More than 50% of the property is owned by a Canadian citizen.
- A valid Farm Business Registration number from AGRICORP.
You need to contact Agricorp at 1-800-469-2285 or to see if you meet the requirements.
Managed Forest Tax Incentive Program: If you have forestland on your property you may qualify for the Managed Forest Tax Incentive Program which reduces your taxes to 25% of the Residential rate. Landowners need to apply and qualify to be eligible for this program.

Landowners need to apply and qualify to be eligible for this program.
357/358 Applications - Removal of Buildings
You need to complete this application to have buildings taken off your assessment. Even if you are re-building you will want to fill out one of these forms to ensure your assessment is accurate and you are not paying more taxes than you need to. The same application needs to be completed, if you have had a fire or some other type of damage has occurred on your property.
You need to complete the first section of the application including Municipality, Roll number, Property Address (municipal address), owner’s name, and applicant’s name (if different), phone number and mailing address. You need to choose the reason for application and provide details of the structure that was damaged or removed in the second section. The effective date is the date the building came down and the end date is the last day of the current year. To complete the application you need to provide your signature and date and then return the application to the Township Office, via mail, fax (519)595-2801 or by email.
Request for Reconsiderations (RfR) - Assessment Appeals
To have The Municipal Property Assessment Corporation (MPAC) review your property assessment you need to file a request for reconsideration. If you are in the residential, multi-residential and farmland property class it is mandatory to file a RFR first before you can proceed with an assessment review board appeal. MPAC provides you with the steps to file a RFR.
Assessment Review Board (ARB)
The ARB has its own Appeal process. For more information, please contact the ARB at 1-866-448-2248 or visit their website.
