What are Development Charges?
Development Charges (DCs) are fees imposed by municipalities on developers to pay for increased capital costs related to growth. DCs provide municipalities with a tool to help fund the infrastructure needed to serve new growth. They help finance the growth-related capital costs of providing services like roads, water and wastewater services, police, and fire.
The Development Charges Act, 1997 enables the Council of a municipality to enact a Development Charges By-law for financing costs resulting from new growth. As per the requirements of the Development Charges Act, the municipality is required to undertake a Background Study as a step in the determination of approving a new Development Charge By-law. Once adopted, DC by-laws must be renewed every 5 years. A further background study is required at the time of renewal of these by-laws.
