Candidate Qualifications – Municipal Office

A candidate for municipal office must, upon nomination, be a qualified municipal elector and fulfil all of the following requirements:

  • A resident of the Township of Perth East, a non-resident owner or tenant of land in the Township of Perth East, or the spouse of such an owner or tenant
  • A Canadian Citizen
  • At least 18 years old
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding municipal office
  • Candidates for school board trustees must be a resident with the board area and a supporter of that board

Candidates can only be nominated for one office on a municipal council or school board in the Province of Ontario at a time. If a person is nominated for a second office, the first nomination is deemed to be withdrawn.

It is the responsibility of the candidate to determine whether he or she is qualified to be elected to and hold office. 

Candidate Qualifications – School Board

  • a supporter of the board
  • A Canadian Citizen
  • At least 18 years old
  • Not legally prohibited from voting
  • Not disqualified by any legislation from holding municipal office

Nomination Process for Candidates

The nomination period for individuals to register as candidates has changed as a result of recent amendments to the Municipal Elections Act. The nomination period now begins May 1st and ends August 21st.

Nomination forms (Form 1) must be accompanied by an Endorsement of Nomination signed by 25 individuals who are a Canadian citizen, aged 18 or older and have a qualifying address in the municipality.

All nominations must be filed in person.

Note: If filed by an agent, photo identification of the candidate is required. Facsimile transmissions, e-mail or mail-in nomination forms are not permitted.

Candidates may begin campaigning, raising, and expending funds as soon as their nomination papers have been filed. 

Filing Fees

Candidates who are qualified to file a nomination must complete the prescribed Nomination Paper – Form 1, the Endorsement of Nomination – Form 2, and a Declaration of Qualifications, together with the required filing fee.

Payment is accepted in the form of cash, debit, cheque, or money order made payable to The Township of Perth East.

In accordance with the Municipal Elections Act, nominations must be filed using the prescribed forms, accompanied by the prescribed nomination filing fee, and nominations for an office on a council must be endorsed by at least 25 persons. When collecting endorsement signatures, Candidates are encouraged to get more than 25 and to verify that all fields have been completed by each endorsee.

No person who proposes to be a candidate may solicit or accept contributions for election purposes or incur campaign expenses until a nomination paper has been filed.

Qualified Voters must be: 

  • 18 years of age or older;
  • A Canadian Citizen;
  • A resident of the Township of Perth East, or an owner or tenant of land in the Township or the spouse of an owner or tenant; and
  • Is not prohibited from voting under the Municipal Act or any other legislation.

Each municipality and school board must appoint a Compliance Audit Committee (CAC). The role of the Compliance Audit Committee is to receive and make decisions on applications for compliance audits of candidates’ and registered third party election campaign finances. The CAC is also responsible for reviewing reports submitted by the Clerk with respect to any contributor who appears to have contravened any of the contribution limits to a candidate’s election campaign or to a registered third party election campaign.

Perth County Open Air Fire Ban Lifted

PERTH COUNTY (August 25, 2025) – Effective at noon today, thanks to the recent rainfall, the open air fire ban will be lifted in the County of Perth, including the City of Stratford. Burn permits can now be issued and must abide by the respective municipality’s open air burn by-law.
With the monitoring of rainfall and vegetation conditions, Fire Chiefs are confident that residents can now safely burn. Please continue to practice safe burning by doing the following:

  •  Call your local fire department to obtain an open air burn permit.
  •  Closely supervise all outdoor fires. Make sure the fire is out before leaving the area.
  • Ensure that your open fire is the correct distance from all structures and other combustible materials.
  •  Never burn plastics, household garbage, construction debris, treated lumber or other laminate wood, tires, ashphalt products, pesticides, paint or aerosol containers, etc. These contain toxins that are harmful to people, animals and the environment when burned.
  • Avoid burning on windy days and be aware of wind direction when deciding to burn.
  • Never use gasoline or other flammable combustible liquids.

Have a source of water or equipment to move dirt/sand to extinguish the fire if necessary.
With weather conditions changing frequently during the summer months, we advise that the burn ban may be put back in place at anytime, if dry conditions return.
Farmers are still encouraged to be very careful with combining, as field fires can quickly overtake equipment, neighbouring crops and can spread quickly into adjacent woodlands. Having a fire extinguisher on board large equipment is highly recommended.
If you discover an uncontrolled/unattended open air fire, it is very important that you report fires immediately to 9-1-1. Do not delay reporting while attempting to control or extinguish the fire.
The Fire Chiefs in these municipalities wish to thank residents and visitors alike for their patience and co-operation during the fire ban.
